KUALA LUMPUR, 17 April 2009: Penang Island Municipal Council president Datuk Zainal Rahim Seman has been appointed Penang state secretary effective today.
Chief Secretary to the Government Tan Sri Sidek Hassan in a statement today said that Zainal Rahim replaced Datuk Jamaludin Hasan whose service contract ended on 2 March.
Zainal Rahim, 52, graduated with a bachelor’s degree in history and sociology from Universiti Kebangsaan Malaysia and a Master’s degree in public administration from Universiti Sains Malaysia/Syracuse University, US.
He joined the civil service as an administrative and diplomatic officer on 9 Jan 1984 and has had wide experience in state, district and local authority administration.
Among the posts he had held were Penang State Development director, Balik Pulau district officer and principal assistant secretary of the National Joint Council Unit, Remuneration Division of the Public Service Department.
